Art is left to the viewer to interpret. This graffiti artist has their own agenda/intention. Frustrating is legit, not seeing the letters clearly for me as well. I thought I saw "ACT" but the "A" is closed. Then changed my mind to ECT— which my mind corrected to ETC. LOL, wonder if they know they got our attention:))
