Hi Jacqueline, oh my, I feel for your friend. We had rude neighbours who bothered every neighbour and made life difficult over ten years. One neighbour was law enforcement. Nothing he could do either—they were just not pleasant people.

They eventually moved and the whole neighbourhood rejoiced:) High fences do help.
