"Partner Program writers are compensated for offline reading just like online. When reading offline, we store that information locally on your device. When you have internet access again, we send that information from your device to us so we can attribute it to authors.

Compensating authors is important to us and we made it a point to include that in this feature."

What I want to know is what do they mean by compensating? Still no reply back.
